Volgens mij niet, ik heb er wat andere commentaren bij gepakt en wat bijbelstudies, en die geven allemaal die uitleg. Het gaat hier dus niet om 'vijanden' uit de psalmen, maar om de term 'goddelozen' (SV, psalm 1).
Daarmee kán het gaan over heidenen, maar vaak gaat het om mensen van Gods eigen volk die God de rug toekeren (zie daarvoor de context en de aantekeningen bij de verzen in bijv. de Groot Nieuws Vertaling met aantekeningen, "Het Leven".)

Ik vind het wat ver gaan om, gezien de uitleg die er gegeven wordt,
alle niet-christenen zo te benoemen. Dat is duidelijk niet de betekenis die de Bijbel aan het woord 'goddelozen' meegeeft. Ook naamchristenen en andere mensen die onder het mom van het christendom allerlei kwalijke praktijken uitoefenen kunnen hiermee bedoeld worden.
